Architectural Design of a new Stage for Saralana Park
Proposals are invited for designing a new Stage for Saralana Park, to be funded by sponsors including Digicel and the New Zealand High Commission, and using in-kind material and services donations from other sponsors.
The project is to provide a new stage for Saralana Park, to rebuild upon the existing cement slab and provide a stage that is higher, with a new roof without any supports in the performance area of the stage, and with a new on-stage room and more storage spaces.

Invitation to Tender: Architectural Design of a new Stage for Saralana Park
Proposals are invited for designing a new Stage for Saralana Park, to be funded by sponsors including Digicel, the New Zealand High Commission and UNELCO, and using in-kind material and services donations from other sponsors.
The project:
To provide a new stage for Saralana Park, to rebuild upon the existing cement slab and provide a stage that is higher, with a higher roof and without any supports in the performance area of the stage, and with a new on-stage room and more storage spaces
The key problems with the existing stage:
There are a few key problems with the existing stage that have made this project necessary, and which this project must address:
1. The stage floor is too low, which means that when audience members stand in front of the stage, people sitting on the ground behind them (towards the middle and back of the Park) cannot see the performers on stage. The stage floor needs to be raised to a height where people can stand in front of the stage and it does not impede the view of people sitting on the grass behind them. The height of the floor of the stage from the ground needs to be at least 2 metres to achieve this.
2. The posts on the floor of the stage obstruct the performers and limit the performance space. The new stage needs to have no posts or roof supports anywhere on the main part of the centre stage – the roof supports must be only on the side and back edges of the stage.
3. The corrugated iron roof nailed onto the wooden rafters vibrates excessively (and very noisily) when music is played loudly through the speakers on the stage. The new roof must not vibrate at all.
4. There is no space to store much of the equipment belonging to the Fest’Napuan Association, including large sub-woofer speakers, stage lighting, stall wiring and electrical fixtures, other sound system components, stage set pieces (eg, the drum riser), rolled banners, etc. At present all these materials are stored off-site in 2 containers. The new stage needs to provide enough space so that all this equipment can be stored within the new stage.
5. The existing stage looks like a tin shed. The appearance of the stage does not match the appearance of the National Museum, the two VNCW buildings or the Chief’s Nakamal. However, the stage is an integral part of the National Cultural Complex and therefore it’s appearance needs to be match or complement the look of the other buildings on the Complex. If it does not match the look of the other buildings, at least it’s appearance must be representative in some way of Vanuatu’s culture, either traditional or contemporary.
6. In addition to these problems that need to be addressed, the Fest’Napuan Association wants to take advantage of this renovation to build a new office room on top of the stage, opposite the existing rehearsal room.
Works needed to be undertaken:
1. The existing posts and roof to be removed and replaced.
2. The top of the existing cement slab to be raised to a height of at least 2 metres from the ground.
3. The surface area of the slab to be increased: by 2 metres on each side (looking from the front), and 1 metre on each of the front and the back ends.
4. The existing room on top of the stage is to remain, but as the stage floor will be raised by at least 50cm (and the floor inside the room is to remain at it’s present height), the door to the room will need to be shifted to the back and a lower level of floor provided at the back of the room (on the 1 metre extension) so the level of the floor inside and outside of the door is the same and equipment can be easily carried or rolled in and out.
5. Another room to be built on the opposite back end of the stage that complements the size, shape and positioning of the existing room, except that there needs to be a window to the room.
6. The main stairs at the back of the stage need to be made safer and more accessible and functional. Wheelchair access needs to be considered, especially as it will also serve as a ramp to wheel sound equipment up onto the stage.
7. There needs to be rafters or the like from which stage lights, banners and sound equipment can be hung or suspended.
Proposals should include the following information:
A. Site plan layout
B. Drawing design showing elevations and structural details
C. A finished project design
D. Estimates of required materials
E. An estimate of total project costs
F. Estimated time frame.
